Reporting to the VP, Consumer Protection & Industry Performance, the Manager, Consumer Policy & Compliance is responsible for delivering value to consumers and other key stakeholders by developing policy through changes to codes and rules that support the OEB’s strategic goals, assessing regulated companies’ compliance with regulatory requirements with a focus on residential and small business consumer protection, including addressing complaints, liaising with regulated industry to identify areas of concern, and developing appropriate policy responses.

This Division is responsible for delivering on the OEB’s consumer protection mandate through the management of codes and rules, leading the OEB’s compliance and enforcement activities, and acting as a liaison with industry stakeholders. It is also responsible for addressing consumer and industry complaints regarding regulated companies and licensing of energy companies.

RESPONSIBILITIES

  • Plan, organize, lead, and manage business activities to increase efficiencies, effectiveness of people and the continuous improvement of processes to align with corporate priorities
  • Address consumer issues with regulated companies through timely and fair processes
  • Develop polices to protect residential and small business consumers’ interests that align with the OEB’s strategic goals and implement rules to deliver on these policies
  • Manage the design and development of current and future vulnerable consumer support programs, including ongoing oversight of the program
  • Provide direction, coaching, mentorship, and motivation to direct reports
  • Create and implement practices to promote diversity and inclusion to support a diverse, accessible, and inclusive organization
  • Provide ongoing leadership to establish effective processes and standardization, improved support mechanisms and activities in accordance with applicable regulations and legislation
  • Identify and implement strategies that support continuous improvement and innovation in the OEB’s approach to consumer protection and to providing services to energy consumers
  • Liaise with regulatory bodies, government, and strategic partners on consumer protection, emerging industry issues and industry performance concerns
  • Demonstrate thoughtful leadership while understanding the business implications of decisions and the alignment to the corporate strategy

QUALIFICATIONS

  • Undergraduate degree in Economics, Finance, Accounting, Engineering, Environment or a related discipline
  • A graduate degree or professional designation is an asset
  • 7 years’ experience in regulation and compliance, preferably in the energy sector
  • 3-5 years’ experience managing a team, with demonstrated ability to lead, coach, motivate and deliver on corporate priorities
  • Experience in the implementation of administrative law and the development and/or implementation of public policy initiatives would be an asset
  • Experience working with stakeholders on complex and challenging policy issues to develop solutions
  • Experience in stakeholder engagement and developing industry relations plans and issues management
